Cynthia Marie "Cindy" Storms, 14, was kidnapped, raped, and murdered. A relative discovered her body about 7 a.m. on the lower floor of the two-story brown wood-frame house in the Willows, an affluent neighborhood on the Chesapeake Bay about 35 miles southeast of Washington.
